itsactiothisweek,theNorthKoreanregimehasonceagainbrokenitsword,provokedaninternationalcrisis,anddenieditspeopletheoortunityforabetterlife.Weareworkingforaresolutiontothiscrisis.Natioaroundtheworld,includingourpartnersintheSix-PartyTalks,agreeontheneedforastrongUnitedNatioSecurityCouncilresolutionthatwillrequireNorthKoreatodismantleitsnuclearprograms.ThisresolutionshouldalsoecifymeasurestopreventNorthKoreafromimportingorexportingnuclearormiiletechnologies.AnditshouldpreventfinancialtraactiooraettrafersthatwouldhelpNorthKoreadevelopitsnuclearormiilecapabilities.
Bypaingsucharesolution,wewillsendaclearmeagetotheNorthKoreanregimethatitsactiowillnotbetolerated.AndwewillgivethenatiowiththeclosesttiestoNorthKorea--ChinaandSouthKorea--aframeworktousetheirleveragetopreurePyongyangandpersuadeitsregimetochangecourse.
Aswepursueadiplomaticsolution,wearealsoreauringouralliesintheregionthatAmericaremaicommittedtotheirsecurity.WehavestrongdefeeallianceswithJapanandSouthKorea,andtheUnitedStateswillmeetthesecommitments.AndinreoetoNorthKorea'sprovocation,wewillseektoincreaseourdefeecooperationwithourallies,includingcooperationonballisticmiiledefeetoprotectagaitNorthKoreanaggreion,andcooperationtopreventNorthKoreafromimportingorexportingnuclearormiiletechnologies.
