Oureconomyisheadingintothesummeronthefasttrack,andoneofthebestwaystokeepourmomentumgoingistorestrainendinginWashington,D.C.Earlierthismonth,CongretookanimportantstepbypainganemergencyendingbillthatstayedwithinthestrictendinglimitsIset.Thebillincludednecearyfundingforhighpriorities,suchasequiingourmilitaryandrebuildingtheGulfCoast,anditshoweddisciplineinotherareas.Congredeservescreditformeetingmyendinglimits,andIwaspleasedtosigntheemergencyendingbillintolaw.
AsMembersofCongreshowrestraintonendingbills,theyalsoneedtomakereformsintheendingproce.Underthecurrentsystem,manylawmakersareabletoiertfundingforpetprojectsintolargeendingbills.Thisproceiscalledearmarking,anditoftenresultsinuecearyending.Forexample,abilltofundourmilitarycanbeloadedupwithunjustifiedearmarksandotherendingthatmaynotaddtoournationalsecurity.
ThisleavesMembersofCongrewithtwobadoptio--theycaneithervoteagaitthewholebill,includingalltheworthwhileending,ortheyhavetoacceptthewholebill,includingthewastefulending.ThePresidentisleftwiththesamedilemma--eitherhehastovetotheentirebillorsignthebillandarovetheuecearyending.
