Whiletheworldwaited,Saddamsoughttoaddtothechemicalweapoarsenalhenowpoees,aninfinitelymoredangerousweaponofmadestruction--anuclearweapon.Andwhiletheworldwaited,whiletheworldtalkedpeaceandwithdrawal,SaddamHueinduginandmovedmaiveforcesintoKuwait.
Whiletheworldwaited,whileSaddamstalled,moredamagewasbeingdonetothefragileeconomiesoftheThirdWorld,emergingdemocraciesofEasternEurope,totheentireworld,includingtoourowneconomy.
TheUnitedStates,togetherwiththeUnitedNatio,exhaustedeverymeaatourdiosaltobringthiscrisistoapeacefulend.However,SaddamclearlyfeltthatbystallingandthreateninganddefyingtheUnitedNatio,hecouldweakentheforcesarrayedagaithim.

Well,hefailed.Tonight,28natio--countriesfrom5continents,EuropeandAsia,Africa,andtheArabLeague--haveforcesintheGulfareastandingshouldertoshoulderagaitSaddamHuein.Thesecountrieshadhopedtheuseofforcecouldbeavoided.Regrettably,wenowbelievethatonlyforcewillmakehimleave.
Priortoorderingourforcesintobattle,Iitructedourmilitarycommanderstotakeeverynecearysteptoprevailasquicklyaspoible,andwiththegreatestdegreeofprotectionpoibleforAmericanandalliedservicemenandwomen.I'vetoldtheAmericanpeoplebeforethatthiswillnotbeanotherVietnam,andIrepeatthisheretonight.Ourtroowillhavethebestpoiblesuortintheentireworld,andtheywillnotbeaskedtofightwithonehandtiedbehindtheirback.I'mhopefulthatthisfightingwillnotgoonforlongandthatcasualtieswillbeheldtoanaoluteminimum.
